1. POSITION PURPOSE The Procurement Lead is responsible for organizing and leading the Procurement function covering both Direct and Indirect Materials, Goods and Services. The position supports the Supply Chain Manager in developing procurement plans, managing team performance, ensuring material/service availability, optimizing purchasing costs, managing supplier performance and continuously improving procurement processes. The Procurement Lead is expected to build a well-organized, proactive and result-oriented procurement team that can effectively support production and business operations. 2. KEY RESPONSIBILITIES A. Procurement Organization & Team Management Lead and organize the Sourcing, Buyer and Procurement Executive teams, ensuring clear roles, responsibilities, priorities and ownership. Allocate workload and resources according to business and production requirements. Set team targets, monitor performance and ensure activities are completed within agreed timelines. Coach and develop team members to strengthen sourcing, negotiation, purchasing and supplier-management capabilities. Establish effective working methods, backup coverage and escalation mechanisms within the Procurement function. B. Procurement Planning & Execution Develop and manage procurement plans for Direct and Indirect Materials based on MRP, production plans, business requirements and approved budgets. Ensure procurement activities are initiated and executed on time to secure material and service availability. Monitor critical, long-lead-time and high-risk items and proactively develop mitigation plans. Control the overall procurement flow from requirement → sourcing → quotation → negotiation → approval → PO → delivery. Ensure close coordination with MRP, Production, Warehouse, Finance and other functions to avoid supply disruption. C. Sourcing, Supplier & Cost Management Lead sourcing and supplier-selection activities for new and existing materials and services. Develop and maintain a reliable and competitive supplier base. Lead commercial negotiations and drive improvements in price, payment terms, lead time, MOQ and service conditions. Monitor supplier performance and take corrective actions when required. Identify cost-saving, cost-avoidance and alternative-sourcing opportunities. Monitor market trends and proactively identify potential changes that may impact material availability, cost or supply continuity. Localization project responsibility with relevant and successful experience on localization. D. Procurement Control, Risk & Compliance Ensure procurement activities follow company policies, approval processes and budget requirements. Monitor procurement risks related to supplier capacity, lead time, single sourcing, price fluctuation and material shortages. Proactively identify and escalate risks that may impact production or business operations. Ensure appropriate procurement documentation, transparency and internal controls are maintained. Support the Supply Chain Manager in preparing for changes in relevant regulations or business requirements that may affect procurement activities. E. Performance Management & Continuous Improvement Establish and monitor key Procurement KPIs, including material availability, supplier OTD, procurement lead time, cost performance, savings and procurement SLA. Provide regular procurement performance, risk and improvement reports to the Supply Chain Manager. Cross function collaboration for monitoring quality performance beside the overall performance monitoring of supplier Identify process gaps and implement improvements to increase procurement efficiency and responsiveness. Develop standardized procurement procedures, tools and working methods. Drive a culture of accountability, proactive problem solving and continuous improvement within the Procurement team. [Requirements] 3. JOB REQUIREMENTS Education Bachelor's degree in Supply Chain, Procurement, Business Administration, Engineering or related field. Experience Min 5+ years of experience in Procurement / Purchasing / Sourcing / Supply Chain. At least 3+ years in a Team Lead, Supervisor or similar management role. Strong experience in both Direct and Indirect Procurement. Manufacturing experience is strongly preferred; EPE experience is an advantage. Key Competencies Strong procurement planning and organizational skills. Strong team leadership and people-development capability. Strong sourcing, negotiation and supplier-management skills. Good commercial and cost-management mindset. Strong analytical and problem-solving skills. Ability to manage priorities, risks and multiple stakeholders. Proactive, accountable and result-oriented. Good knowledge of ERP/MRP and procurement systems. Language Business-fluent English, written and spoken.
